Job Title: Associate Director – Disaster Management

Grade Level: 17

Reporting to: Integrated Programs Director

Providing Supervision to: Food Assistance Manager, Disaster Risk Reduction Coordinator, Grants position(s) as appropriate

Purpose of the position:
To operationalize the Disaster Management projects and programs in collaboration with the other Technical Program Associate Directors for enhanced child wellbeing. Provide overall leadership, oversight and management support for all aspects of related programming. Ensure that programs meet community and donor accountability in line with World Vision’s policies and standards. The position is Responsible for ongoing relationships with the support office and other operational partners for sustenance and continuity of projects.

Major Responsibilities:
Program Management and Reporting, 25%
  • Provide leadership in the implementation of all projects and programs under Disaster Management for the National office.
  • Ensure that all projects and programs meet the generally accepted standards as clearly stipulated in the Sphere book.
  • Review and approve all the project and program reports prepared from the field.
  • Prepare and produce program reports for dissemination to various stakeholders.
  • Develop practical tools in monitoring and evaluation of the programs.
  • Develop operating business plan for the projects and programs in collaboration with the other technical leads and departments.
  • Ensure that advocacy is integrated in the Disaster Management projects and programs
  • Work closely with the DME team to ensure that the child wellbeing report is done to meet the standards.
Program Development and Grants acquisition, 25%
  • Develop and execute in collaboration with grants team, a strategy to increase funding portfolio for Disaster Management projects and programs
  • Provide support in funding negotiations with support offices and coordination with PDGA and in alignment with Regional Grants Acquisition & management Strategy & the Regional Working Group Decisions.
  • Manage donor concerns (government/private donors and support offices) ensuring proper resolutions for both parties have been reached
  • Provide support to PDGA including pre-positioning of World Vision with in-country donor representatives, responding to appropriate request for applications for bilateral and multilateral sources in coordination with relevant SOs and management of grant funded program.
Accountability, learning and innovation,20%
  • Ensure quality programming, innovative designs, monitoring, evaluation, reflection, learning and reporting of all projects in the Disaster Management projects and Programs that leads to sustainable livelihood for children and their communities.
  • Ensure that findings and recommendations from various accountability mechanisms such as Peer Review, Operational and Finance Audits, Programme evaluations, Programme Capability Review, are acted upon in a timely and effective manner.
  • In close collaboration with P&C, ensure right staff are recruited, retained, and provided with intentional opportunities, mentoring and coaching for development.
  • Ensure that the Program staffs based in remote locations receive care and support.
Networking and Coordination, 20%
  • Maintain effective communications and pro-active relationships with Support Office partners, including visits by donors.
  • In coordination with Integrated programmes Director and Support Offices, develop and maintain pro-active relationships with bilateral and multilateral representatives in country.
  • In coordination with the Integrated Programmes Director, develop and maintain good relationships with national government ministries, other NGOs and the development sector in general.
  • In coordination with the Senior Management team work closely with regional office directors in relation to implementation of Partnership initiatives, capacity building of national office staff and knowledge sharing within the region.
  • In coordination with the Integrated Programmes Director, and programme staff, participate in national level coalitions on specific advocacy issues.
  • In the spirit of twin citizenship, contribute to knowledge sharing and collaborative learning through internal avenues such as the Livelihood and Resilience community of practice.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the job training;
  1. The position holder should have a Master’s degree in any of the fields of Food security, development economics, Project Management, Development studies, Disaster Management, Agriculture or related field in Disaster Management.

  2. Minimum of 10 years’experience with a thorough understanding of all areas of project management cycles in a complex, international development organization especially in development and Relief Projects. 5 years should have been at a managerial level.
  3. Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred.
  4. The position holder must be results oriented and team a player.
  5. Knowledge of WVI working systems, policies and standards will be an advantage.
Preferred Skills,Knowledge and Experience:
  1. Training or certification in Portfolio and/or Programme Management with accredited institutions.
  2. Ability to engage at a strategic level with senior government,UN and NGO officials.
  3. Ability to lead a multi-cultural team with an empowering and outcome oriented approach.
  4. Strong budgetary and financial management skills.
  5. Proficiency in written and spoken English.

Program Development Unit Manager, WV Somalia

PURPOSE OF POSITION:
The Program Development Unit (PDU) Manager will lead in the development of quality programming, spearheading the design, documentation, monitoring and evaluation of project/program interventions for both rehabilitative/development and emergency programming. He/she will provide strategic direction in the development of proposals and programs, spearheading scoping exercises in pursuit of new opportunities. The position holder will serve as a key focal point with internal and external stakeholders with regards to grant acquisition, ensuring projects and programs are adequately resourced to achieve the National Office Strategy.

The position-holder will mentor a team of Program Officers, providing guidance in the design of proposals, provision of timely/quality reporting and positioning with donors/supporters with the aim of enhancing the reputation of the organization

The position will coordinate engagement with UN cluster, WV and government forums, promoting regular attendance, coordination, information-sharing, and promoting WV leadership when possible. He or she will promote the development of prepositioning and marketing materials to promote fund-raising.

KEY RESPONSIBILITIES:
Strengthened External Engagement for Improved Child Well Being (CWB):
  • Active coordination and participation of PDU in cluster forums, donor events and other WV programs related forums with key stakeholders such as technical leads and operation staff.
  • Sector engagement strategies developed and implemented in collaboration with technical team.
  • Achievements, lesson learnt and best practices of WVS was shared to both internal and external stakeholders in coordination, donor events and other WV programs related occasions by PDU.
Strategic partnerships formed to promote child well-being at local and national level:
  • Donor strategies and emerging funding opportunities at overseas (support office), national and local level are traced with the support of TA and Operation team.
  • Good working relationship with donors (bilateral & multilaterals, UN/NGO partners and support offices is maintained to cultivate influencing environment and seek out partnerships/ alliances with peer organization.
  • Capacity of PO and key field-level staff in donor engagement and pre-positioning techniques enhanced.
Promote “Thought Leadership” and Position WV for funding opportunity:
  • Success stories are shared with communications and donors/ Support Offices (SOs) to enhance the visibility of programming.
Improved, Efficient & Effective Internal Business Process:
  • Key area of risk is addressed critically and systematically.
  • Poor project progress, unsatisfied implementation quality and donor compliance challenge are flagged to both internal and external stakeholders including but not limited to QA, Ops Managers, and donors in a timely manner.
  • WV Staff are aware of and able to implement policies and procedures that adhere to WV partnerships and donors regulations through capacity building, refreshing workshop and day-to-day guidance.
  • RACI and strategy related to resource acquisition and grant management (i.e. proposal development, project kick-start, reporting) is developed in cooperation with key stakeholders to ensure smooth business process and minimize risk

  • Resource mobilization opportunities in alignment with WVS strategy and capacity are anticipated and pursued.

  • Degree in Development Studies, International Relations, Development Management or Degree in any relevant Social Sciences with experience in Program Development.
  • At least 5 years’ experience in program design, monitoring and evaluation in a complex humanitarian context in a diversity of context and locations (global experience in at least two continents).
  • Previous management experience of multi-cultural teams.
  • Excellent verbal and written communication skills, experience in writing proposals, project documentation, reporting, program information for donors and the World Vision/partnership.
  • Familiarity with institutional grant compliance and procedures (USAID/OFDA, DFID, CIDA, AusAID).
  • Capacity to provide solid leadership and decision-making skills for efficient and effective program implementation.
  • Strong problem solving, interpersonal and negotiation skills.
  • Ability to work with different partners, local authorities, local organizations and NGOs, to develop and maintain positive relationships.
  • Knowledge of humanitarian industry including sphere standards, HAP, NGO code of conduct and humanitarian charter.
  • Experience in staff security and safety management for humanitarian organizations in complex and insecure environments is a must.

Working Environment/Travel:
  • Work environment: Nairobi based, but 35% field time.
  • Travel: Domestic and international travel is required for this position. The position requires frequent travel to Somalia, a dynamic and often insecure context; when in Somalia accommodation is at team houses.
Communications Officer

Purpose of the position:

The Communications Officer will be responsible for collecting content to show inform key constituents of the work of World Vision Somalia and the impact it has on the well-being of children. Specifically, he/she will work with the Senior Communications Manager to produce content for donor & public engagement, media relations, emergency communications and internal communications. He /she will frequently share compelling stories, photos, videos and tweets on social media platforms that reflect World Vision Somalia’s work and impact. The position will work with teams to ensure brand guidelines are followed and aligned in all communications/resources and meet World Vision International standards.

Major Responsibilities:
  1. Strategic communication
    Work with the Senior Communications Manager to produce communications material that influence media, partners, and policy makers to champion child well-being

  2. Donor/Public engagement communication
    Proactively work with field teams and to produce compelling feature stories and issue-oriented reports focusing on children and their families that can be used for electronic and print material for effective donor and public engagement in the work of World Vision.
  3. Content production
    Research and author communication pieces, blogs, success stories and package them for various audience and platforms to show impact of WV Somalia programme
  4. Media relations
    Work with the Senior Communications Manager to develop and implement a quarterly media strategy to enhance visibility of WV Somalia in local and international media

    Pitch positive stories to national media.

  5. External communication
    Attend Humanitarian Communications Group (HCG) and other meetings as they arise. Contribute to advocacy-oriented communications products and campaigns including web-based and print materials, posters, briefing papers, reports, stories and photo essays.

    Ensure positive and consistent messaging of World Vision Somalia’s work with external constituents.


  6. Emergency Communication
    Deployed to disaster zones if/as required during emergencies to produce quality stories and photos highlighting the plight of affected people WV Somalia.

  7. Internal Communication
Work with teams to contribute stories, photos and information for the quarterly newsletter that detail organizational changes, activities, staffing and other news about WV Somalia programme.
  • Upload WV Somalia content on internal data base site.

  5. Website and social media management experience.

  6. Must possess excellent journalistic and photography skills.
