Kisii University, a leading public institution situated in south-western Kenya obtained its Charter in 2013 under the universities’ Act 2012. To give the institution a dynamic and strategic leadership, the University Council invites applications from suitably qualified and experienced persons with excellent credentials to fill the following position:

REGISTRAR (ADMINISTRATION) - REF. NO: KSU/RA/06/2018
  • Be a holder of a Masters degree in Social Sciences preferably in Human Resource Management or related field with over 10 years work experience, preferably in a University setting.
  • Be a member of the Institute of Human Resource Management.
  • Must have served as Deputy Registrar Administration for a minimum of 5years, preferably in a University setting or similar position in related institutions.
  • Should be conversant with modern management techniques including Information Technology as relates to Human Resource Management.
  • Be familiar with all matters in human resource, planning and finance as applicable in a University setting.
  • Manifest ability and leadership skills to effectively co-ordinate the administrative functions of University
  • Have a demonstrated evidence of good interpersonal relations, communication and negotiation skills
  • Be of highest ethical standards, integrity, accountability and professionalism and should comply with Chapter Six of the Constitution of Kenya.
GENERAL REQUIREMENTS
a) All applicants must satisfy the requirements of chapter six of the Constitution of Kenya, 2010 by obtaining clearance from the following Government agencies:
  • Higher Education Loans Board (HELB)
  • Ethics and Anti-Corruption Commission (EACC)
  • Kenya Revenue Authority (KRA)
  • Credit Reference Bureau (CRB)
  • National Police Service (NPS) for current certificate of good conduct
b) Applicants who possess academic certificates from foreign universities are advised to get and attach equation from the Commission for University Education.

DUTIES AND RESPONSIBILITIES
A. Managerial Responsibilities
  • Ensure effective coordination and implementation of University policies in the division for smooth running of operations in the division.
  • Formulate Departmental strategic plan in order to ensure that the objectives of the department are met.
  • Ensure that the effective administration systems are in place and in line with University policies and procedures in the line with the best practices.
  • Develop and control of the Departmental budget to ensure proper utilization of resources.
  • Provide professional advice to University Council and Management Board to aid in decision making.
  • Oversee proper keeping and custodianships of the department’s records to ensure policy documents are well preserved.
  • Oversee proper keeping and custodianships of all staff records
  • Drafting of key Human Resource policy documents
B. Operational Responsibilities:
  • Prepare University management meeting minutes so that management decisions are well preserved for future reference
  • Approve staff claims for the entire University for accountability and fairness.
  • Prepare and execute staff disciplinary matters to enhance good code of conduct among staff members.
  • Facilitate staff appraisals in order to recommend awards and access training needs.
  • Oversee departmental meetings in order to ensure that the agenda is maintained
  • Approve staff leaves such as compassionate, annual, study leave upon recommendation by the respective heads of departments and verification at the Central registry to ensure that employees apply for their leave days as appropriate and ensure that they report back on time.
  • Prepare Council meeting minutes so that policy documents and decisions taken are well preserved for future reference.ensions:
C. Financial Responsibilities
  • Preparation of departmental budget
  • Approval of staff payroll
  • Approval of casual payments
  • Approval of staff imprests
  • Control and approval of staff claims
  • Approval of statutory deductions
Mode of Application

professional qualifications, detailed work experience, present job and salary, telephone number and email
address. Enclose certified copies of certificates and testimonials giving names and addresses of
three (3) referees who are knowledgeable about the applicant’s competence and areas of
specialization, accompanied by a detailed Curriculum Vitae and a copy of most recent letter of
appointment. Applicants should request their referees to write directly to the undersigned. The
application and information from referees should reach the undersigned not later than
